On the eve of New Year’s Day, fire‑safety officers from Xining’s Chengbei District and from across Qinghai Province carried out a special pre‑holiday fire inspection. Liu Haiyan, a fire supervisor in Xining, went through the fire‑control room of a shopping mall, checking duty logs and equipment piece by piece. She stressed that the fire‑control room is the heart of a building’s protection of life and property, insisting that all staff must be properly certified and that a two‑person, 24‑hour duty schedule be strictly observed.
